03.3 Separation Responsibility
Training Objective
To define ownership and application of separation.
Key Knowledge
- When ATC is responsible for separation
- Transfer of responsibility
- Pilot vs controller responsibility
Operational Application
Controllers shall:
- Maintain separation between controlled aircraft
- Ensure separation is transferred correctly
- Monitor until responsibility is transferred
1. Overview
Separation responsibility lies with the controller once radar control is established.
2. Core Content
2.1 Controller Responsibility
- Applies to all identified aircraft under control
- Continues until transfer of control
2.2 Transfer of Responsibility
- Occurs at defined coordination points
- Must be clearly established
2.3 Pilot Responsibility
- Applies in specific cases (e.g. visual separation if approved)
3. Procedures
3.1 Handover
- Separation shall exist at the point of transfer
- Receiving controller assumes responsibility upon acceptance
4. Standards
- Controllers shall not transfer conflicted traffic
- Separation must be assured prior to transfer
5. Notes
- Assumptions during handover are a major risk factor
